What you CAN send versus what you DO send are two different things.  Not 
wanting to start the whole argument again about whether you HAVE to send 
the year you were first licensed or not, I think most people DO send 
that.

So I feel the CK numbers sent are a fairly good representation of the 
actual years participants were first licensed. I've always sent 67 as my 
check. Hard to believe my 40th anniversary in ham radio is coming up next 
month! Maybe I should join the OOTC.
