[CQ-Contest] UTC and DST?

You select Casablanca because an old version of windows didn't understand
the checkbox for not adjusting the clock for dst. That was fixed long ago,
you can now pick the 'normal' gmt and uncheck the box for dst updates and it
works just fine.
