I would recommend you acquire a PCI card that has serial ports and skip the
USB to Serial Adapter.  There are two-port, four-port, and 8-port RS-232
cards available.  Just because your motherboard doesn't have serial ports
doesn't mean you can't get them.

If you're committed to a USB to Serial Adapter, I'd recommend the Keyspan
USA-19HS. Depending on your sources, you may find that you can get a
two-port PCI serial card for less than a USB to Serial Adapter.

I am starting a station upgrade in the PC department.  The new PC's don't 
necessarily have serial ports on the mother boards.

SO, in the collective wisdom and experience of the mob out there, what is 
the best USB to Serial adaptor available taking into account:

1. performance
2. availability
3. pricing
4. ease of setup
5. longevity
6. etc.
