[CQ-Contest] DXCluster.Info web site

I'm sorta lost on this one.  If this "AR-Cluster" V4 software is "free", where do you download it from?  Or is this the software that is being used on sites like "DX Summit" and "DX Zone"? And all you have to do is log onto your favorite?
