[CQ-Contest] Getscores, 3830, and cherrypicking

I'd leave it as is.  As discussed many times, there' will always be some 
cheaters, and cherrypicking a category is cheating, however, getting 
almost instant feedback on the scores is great.  Delaying it a month or 
longer, would render 3830 almost useless.

What should be changed is the contest deadlines.  All scores should be 
submitted immediately upon the end of the contest.  In the event, 
someone (a DXpedition) does not have Internet access, prior approval 
should be required for an extension.
