You are the one who does not know what he's talking about.  K0HB 
is a former Vice Director of the ARRL from the Dakota Division.  It's 
likely that he has better insight into the ARRL than almost anyone 
else on the list other than a couple current Directors.

Nonsense.  A rule unless restricted in its language - which this is 
not - applied to all participants equally.  Whether the rule was made 
due to a concern over the potential for abuse by one segment of the 
participants (one segment of the population) is not germane to 
enforcement of the rule.  

It makes absolutely no sense to prohibit open logs for DXpeditions to 
a location but permit open logs by a permanent resident.
