[CQ-Contest] Contest Rules conundrum

QST no longer prints QSO Party rules in the Contest Corral ,  just a
notation of the date/time and sponsor's web site.  
How can a person who has neither a computer or internet get the list of
our 7QP county exchanges or hope to comply with rules requiring either
Cabrillo electronic or a 40 Q limit for paper logs?
Perhaps we should list our telephone number...?
