Check out the sidebars in the 2006 CW SS web report at 
http://www.arrl.org/members-only/contests/results/2006/ss-cw/

I believe the "Least-Worked Sections" and "Missed Sections" graphs would be of 
interest.

In 2006, the top-5 least total QSO's were:

80. NT
79. Mb
78. NL
77. PR
76. Wy

However, the top-5 that caused the most people to miss a clean sweep were:

80. NT
79. NL
78. Mb
77. Ak
76. De
