I think what he's getting at is that it appears the run QSOs on 14.099 and the S&P QSOs on various other frequencies may have been logged on two 
different computers:

Note that the time jumps backwards, coincident with a change in frequency.

I can think of at least one scenario in which this could happen which would be perfectly consistent with the rules.  There are probably more.
