Strictly speaking, if you are even 0.0000000001 of a second past
2400z, you have already reached 0000z.  This is why most digital
clocks don't even bother to display 2400 and they just go to 0000.

Therefore it stands to reason that the timestamp of the last QSO must
be on or before 2400:00z.
