The contest runs from 00:00:00 Z through 23:59:59 Z.

The 24:00 time is actually 00:00 the next UTC day.  At the moment of
24:00/00:00, the contest ends.

If the contest rules say that a contest runs from 0000z to 2400z, when does
it actually end?  Does it end the second it turns 2400z?  Or are you allowed
to operate through the 2400z minute and it actually ends when it turns
0001z?
