[CQ-Contest] WARC Band Contests

I have always tried to be courteous to those who aren't contesters. A
majority of hams aren't contesters and many feel at the least "irked" by the
bands being wiped out for them on weekends when there are major contests.
So the WARC bands are good places for them to escape to as contest-free
zones. I'm willing to grant them that.

As far as I'm concerned, might as well keep it that way.
