A possible way to encourage new contesters is to detect first time entries
and send them something special... a free copy of NCJ, a special 1st time
certificate, an email with links to local club resources, just a nice thank
you email... etc.  something to recognize that even if they don't win
anything their log is appreciated.

Also, don't pass up the chance to talk to local clubs (even repeater groups)
about contesting (start with vhf contests if you must and work up to hf).
And announce upcoming contests on local repeater nets and local club email
lists.
