OH  NO   59/9  are not false reports.  Its just that the QRN/QRM were 40 
over that made me ask 5 times for the NR.

And it's not like he's asking for something new.

Here it is in my 1954 FCC Part 12 Rules and Regs.....

       § 12.158.  False signals.  No licensed radio operator
       shall transmit false or deceptive signals or communications
       by radio.

An inflated RST is certainly a false/deceptive signal, I'd say.  Then again,
I 'spose so are my variable CK reports in SS.
