[CQ-Contest] Deleted ARRL sections

Why was the NNY section created?
Was is to create a "rare" section for contesting? Certainly population
growth wasn't the reason. Did someone with significant influence at
ARRL push for it, similar to the creation of some questionable DXCC
countries?
