[CQ-Contest] CQ WW Rules Question/interpretation

If the other person is not OPERATING (only repairing, maintenance), then 
they are not an Operator and did not contribute to the score.

PS: I am not a contest lawyer, just a reasonable and intelligent person. 
Therefore my opinion may not be valid.
