[CQ-Contest] solving the cluster problem

Because the simple protocol that all the cluster nodes speak doesn't have a
general way to propagate node settings... only user info, mail, announces,
dx, wx, wwv, etc...  some node types have expanded on the protocol to do
other stuff, like ar-cluster sets inter-node filters, and spider has added
in ip info somehow to dx spots, but those are unique to the specific pieces
of software and only work when spider talks to spider or ar-cluster to
ar-cluster.  When the different node types talk to each other they fall back
on the simplest subset, basically what ak1a designed for the original
packetcluster over rf.
