WB9SBD/KP4  DOES SAY THAT WB9SBD IS PORTABLE IN PUERTO RICO sorry 
caplock.  Thats how it was 30 years ago.

And someone sent me the FCC rules too and even in there no where does it 
say to put it at the beginning.

I just wonder when and why it changed?
