The first and third paragraphs are in direct conflict. The third
paragraph would appear to limit the use of a skimmer device to a
NON-INTERNET-BASED connection (i.e., radio). Further, the reverse beacon
network IS INTERNET BASED, and it IS a spotting system, so IT would also
appear to be prohibited for all categories by the first paragraph.
