[CQ-Contest] Cut number "J" and NO Power Sent

If he wasn't sending the contest exchange, isn't it a stretch to log him as a valid contest contact?

I'm curious to know the answer to this as well. I've had this happen on 160 several times and have always removed the QSO from my log before submitting it.
