[CQ-Contest] CQ WW Update

Well, I'll be darned... I didn't know that either.  It would be nice that
when members of the committee are expressing official opinions of the rules
that they would sign with some indicator of such.  The only one who has done
stated something official from the committee is k3est in his original
posting that started all this.
