Not if it is written as decoding by ear.

You must remember, there are those who read the rules literally.  If it says
no CW Skimmer, then it means that piece of software and all its very
different functions is outlawed.  If it says by ear, they won't use
waterfalls or lights or vibrators.... they just won't participate, and I
think we do want everyone to participate.
