You have to look slightly further.  The  official
Cabrillo specifications for SS logs do not reflect the
ARRL's  rules - callsigns appear once only in Cabrillo
QSO  records.

No  callsigns are recorded among the exchange elements.
They are, of course,  required somewhere, and they appear
in the Cabrillo "Info Sent" fields, in  exactly the same
positions as the callsigns in all other  contests.

Regardless of the original intent of the exchange, SS
is  just another contest and there's no merit in having
built-in redundancy in  any contest exchange.  After all,
who would send their section or  precedence twice?
