[CQ-Contest] Determining ASSISTED vs NON-ASSISTED -- was: =>RE:Chea

This definition of skimmer and assisted is about the most concise I've seen 
in quite a while.  It covers the issues of band scopes, decoding signals, 
skimmers covering an entire swath of spectrum, etc. (at least as far as SSB
and CW contests are concerned).

I think it also works to avoid alienation of new contesters and 
inexperienced ones that feel the need to use a CW decoder when they are 
S&Ping by labelling these items as purely assistive devices and relegating a 
casual op into the dreaded "(A)" class.

Please formalize this and ensure that the various contest sponsors include 
it in their definitions....
