Precisely Tom. It does imply that anyone discovered in breach of this rule may expect only a tap on the hand. Contrast that with rule 13.1 ....
13.1. Any entry may be disqualified if the overall score is reduced by more than 2%. ..
Now what is that all about? I only wish that I could get my UBN down to 2% .anytime !!!
It is probably obvious that I belong to the EI5DI school in wishing to preserve the traditional practices and intentions of 'Single Operator' without all the interpretations and play on words, or words which never needed to be there but are now taken as loopholes unless particularly excluded.
Fair play is really the only level area of the playing field which we could ideally have control of.

Why not say 'The use of non-amateur radio means of communications (e.g.
telephone or the Internet for the purpose of soliciting a contact (or
contacts) during the contest period is illegal' 73
