[CQ-Contest] CQ contest submission deadline

I think this rushed submission time is a bad idea...
The big contest stations wont miss the deadline, but I wonder
how many of the casual guys will.

It seems to go against the recent push to get everyone to submit their logs
no matter how big or SMALL .
