[CQ-Contest] Aniother rules/remote RX issue

I was at a multi-multi this weekend, and one of the ops asked this question:

I know that I can't use a remote receiver, even from a multi-multi, for 
example to catch weak Europeans on 160,  But what about using one to 
check and see if your run frequency is clear in your target area?  Is 
that against the rules?

I thought this was a pretty easy "yes" but the other guy seemed 
unpersuaded, so I thought I'd crowd-source the answer.
