But there is a significant rule difference: 
 
In NAQP you have to stay on a band for ten minutes. 
 
In the DX contests, you can QSY, work a couple of multipliers (or others)  
and then QSY without the 10 minute requirement. You are just limited to six  
(ARRL) or eight (CQWW) band changes per hour.
 
I'm not personally experienced with the optimum strategy under current NAQP 
 rules, but from perusing past results it seems that NAQP multis often do  
poorly in the number of multipliers on marginally open bands.
 
Bringing the NAQP rules for M/2 into line with the DX tests would be a good 
 thing.

Take the same operation that goes on in a successful M/2  operation in  
a DX contest, including two rigs at each station,  skimmer, etc.  Turn  
off the amplifiers and you are ready to  go.
