[CQ-Contest] CQ WW Rule Changes

One small correction.  The rules do NOT require both stations to sign their
calls on every QSO.  It only asks a station that is Running to correctly say
the callsign that they put into their log.  A station that is tuning the
band and calling stations is not required to say both calls.
