[CQ-Contest] Local contester's tower wows

A local contester, Sean - VA5LF -has applied to the local land use authority 
for permission to erect an 80 ft tower. As part of the application he had to 
notify residents that live within 200 meters of the tower of his intent. One 
neighbor started a petition and he also contacted the local newspaper. The
