[CQ-Contest] CQ WW Rules for 2013 Announced

The 2013 CQ WW RTTY rules are in this month's issue of CQ magazine.  They
are independent of the CQ WW CW/SSB contests and rules.  The RTTY rules do
not include the two overlay categories but if these categories are
successful in CW and SSB, they will be added to RTTY in 2014.  The creation
and refinement of the overlay categories was mid-stream when the RTTY rules
had to be released for publication.  In many other ways, however, the RTTY
rules resemble the CW/SSB rules.
