Some CC Clusters are now using a filter to remove busted RBN Skimmer
spots.  These clusters include VE7CC-1, AE5E-1, and VE1DXI.

Some calls are busted more often than they are correct.  IS0BOY is one
of these.  He is continually spotted as S0BOY.  Calls like this can be
entered at the cluster in a banned list.  Now only IS0BOY spots will
be posted.

Another feature of the CC Cluster software is that dupe filtering of
Skimmer spots is done by the node.  This means that instead of a flood
of identical spots sent to your logging program, all of the same call
and frequency, only one per 3 minute period will be sent on.  The node
keeps a unique list for each connection and does this for each one.
This cuts down on the time your contest program spends removing dupes
and allows it to run more smoothly.

Two new commands for users are available.  sh/busted and sh/unique.
These two commands will give you a list of the last 200 spots that are
dropped for being either busted or unique.  Unique spots are those
with no matching spot from another Skimmer in a 12 minute period.
