[CQ-Contest] New rally frequencies for NA Sprint SSB

I agree with Bill on this one.  I tried to make a QSO with W7ZRC circa 3840, 
and some one started playing music on the frequency to QRM us!  Fortunately, 
Rod called back later (and lower in frequency).  An unfortunate aspect of 
SSB sprint is that the QSY rule can lead to unintentionally stepping on a 
"quiet" frequency that really is in use -- much more than happens in CW.
