Sorry Hans...that is incorrect. Look carefully at any of your recent SS 
Log Checking Reports (LCR).

Busted call = loss of QSO + 1 penalty QSO.
Not-in-log call = loss of QSO + 1 penalty QSO.
Busted exchange = loss of QSO.
