If its illegal to use the Ukraine call sign and the DXCC hasn't recognized
yet that its Russia, then I don't see a way in any rules out there from CQ
or ARRL that the entry can count. So no, I am not suggesting they do
something illegal, but if they stay legal to their local authority, it
doesn't mean that all international things have synced up yet.
