[CQ-Contest] Correction WRTC2018 Team Selection Criteria

Thanks Chris for the heads-up.
I think that decision will completely discourage serious participation to the AA DX for me.
The might change the name to something like "All Japan works Asian DX" as with this rule it breaks the balance and it is not anymore a "worldwide" or even "regional" contest.
