[CQ-Contest] CQ WW Survey Results - part 2

i used to work a JA contest (KCJ?) which required  all contacts to have
verification, so if you don't send in a log and you penalized everyone
you worked, nobodys has commented in this occurance so maybe it is not
still a rule?
