Not necessarily. A technique i've used is to flip between two VFOs at
opposite ends of the contest section of the band. I make a Q on one VFO,
then flip to the other, then back to the first. Others do with with two
radios on different bands. In both cases, as long as they have made
another Q in between the ones you heard, they are following the rules.
