[CQ-Contest] ARRL DX contest and Low power

Good question, Bob! Same like why there are no Single Band Unlimited 
classes ... only SOABU available. And why only 2 power classes for 
Unlimited while 3 for un-assisted ... a.s.o. Seems we can't have it all 
... ;-)
