Barry,
There are eleven time zones in Russia, which currently observe times ranging 
from UTC+02:00 to UTC+12:00
Even if you mean just EU Russia, which has higher ham radio population, 
there are 4 time zones.
Having said that, I do agree that impact of location to one's results in 
contesting is huge..
