[CQ-Contest] CQWW CW check logs

Let me clarify with an example:

SM7XYZ makes good QSO's with 10 stations, including, for example, W1EBI.
The submitted logs of all 10 stations show a QSO with SM7XYZ.

SM7XYZ does not like W1EBI. Before submitting his checklog, he removes
the QSO with W1EBI from his log. The other 9 QSO's remain in SM7XYZ's
checklog.

A score is never calculated for SM7XYZ, since it was a checklog.
However, SM7XYZ's checklog is included in the log checking process.
Since the QSO with W1EBI is not in SM7XYZ's checklog, W1EBI gets a NIL
against his log.

Steve, N2IC

In particular, there is a Swedish operator who works many people in the contest, but then deletes calls from his log if he does not think you are a good QSLer. This results in the deleted stations getting NIL's in their logs (and the associated penalties), while the Swedish stations' log remains completely hidden. Checklogs have not been included in the database of open logs.
