That might be kind of tricky.

What if an banned operator gets on and works a contest and makes 3 - 
4000 Q.s just for spite even though they are banned.

I doubt if someone is running a 100 Q's an hour they can know if the guy 
who just called them is banned or not.  The savvy op's probably would 
but most would not.

What happens to the operators that worked them?  Will all those QSO's be 
NIL's and they get penalized?  Just curious. 73

being caught cheating VERY harsh -- perhaps being banned for 5 years or
