[CQ-Contest] TO7A Comments, Data and Log Checking

A theory here...

Dim's CQWW CW 2013 was quite amazing as well, almost winning, but coming 
in second, barely behind P40F (op R5GA) and ahead of CR3E (op CT1BOH).  
TO7A's 2013 score is an amazing accomplishment as well, considering he 
just missed winning from a 2 point location.

Perhaps he received a warning from the Committee in 2013.  Perhaps not.  
Just a thought...
