[CQ-Contest] Proposed rules changes

I realize some of this is reaction to the TO7A events.

On the one hand we talk about trying to encourage new contesters but in this 
thread we are suggesting possibly more equipment or equipment capability 
which could be overwhelming to new contester or even an older contester with 
limited means. There are still hams without computers (or at least not 
connected to a radio).  There are others that are running older computers 
and can't afford to move to something newer.

If we are going to start requiring recordings.  Why not wattmeters that
write the peak value every 30 seconds or so to a disk with cameras that
watch that the meters are hooked up to the very last coax segment going
to the antenna system.

This should not be a big deal either.
