Hi Larry,
These requirement will in practice be enforced only for "top scorers".
I think neither "newcomers with cheap stations" or "oldtimers with boat anchors" will qualify for top scores.
It's my opinion, but I might be wrong.
Someone talked about Chip K7JA winning with an old radio without CAT.
It's a great achievement without doubt. However this particular example is not relevant as Chip had to spend several hundreds of dollars for his plane ticket and so.
Buying a used netbook computer for 100$ would have not be an "out of budget" expense.
