I have one question.

If the concern is that there is no cable attached to the radio to the 
headphone, what do we do with people that use bluetooth adapters to 
transmit the radio audio to their hearing aids or people that use 
wireless headphones?

Neither of those devices use amateur radio frequencies for the wireless 
part.  Are those folks now remote operators?

What is the difference?  Why is one ok  while using the internet cables 
is not?
