[CQ-Contest] When is it OK to refuse to give out a QSO?

Steve,

Spent many hours on 40m phone (yuck!) trying to work s2 EU stations with
20/9 background QRM, and many of those "types" calling me -- "DANG! You are
the loudest signal on the band!"

Yep, gave 'em 59 5, and yes, they still came back with a 5-minute life
story.  I made another bunch of QSOs right under them.  It's part of the
game.

CW is such a nice filter (in so many ways!)
