[CQ-Contest] When is it OK to refuse to give out a QSO?

By your own admission you will not send a QSL to anyone who is not on the
LoTW. You have posted recently on this list (Aug. 6 & 9) that someone who
sends you a QSL with return support will not get a QSL card in return. You
will keep the support and round file the QSL card. That is disrespectful
amongst other things and certainly NOT 100% QSLing. Maybe it is time to
suggest that anyone receiving a card from K9YC treat his card the same way
he would treat your card.

I wasn't born in Saskatchewan, but I got here as soon as I could.

All of my logs since getting back on the air in 2003 are on both LOTW
and eQSL, including logs for contests using other calls. That's 100%
QSLing on my part.
