Because they are dumber than they look. The generally poor performance 
of Yaesu and Icom rigs in this regard are evidence of this fact. And 
because users think fast rise times are needed for well defined CW. No 
surprise -- for as long as I've been a ham, ARRL publications have said 
that occupied bandwidth of a CW signal depends on speed, which is 
absolutely untrue. Which Elecraft has proven is NOT true. I've seen 
posts from high speed CW ops who ragchew at 60 wpm and are VERY happy 
with how the K3S, or the K3 with the new synthesizer board, performs at 
these speeds.
