 If W5WMU is operating legally under the rules of the FCC, and he decides to make short contacts with people where he exhanges names and states, why is he obligated to follow the rules of some contest sponsored by some magazine? If he was submitting a log to the contest sponsors, fine throw the book at him. Otherwise be happy that another person is on the air for you to work.
